Admission Procedure

  • Admission Requirements for Foreign Citizens Enrolling in Bachelor鈥檚 and Specialist Degree Programs

    Admission of foreign citizens to the University in 2026 is governed by the Admission Rules for Bachelor's, Specialist, and Master's Degree Programs for the 2026/2027 Academic Year.
    Studies can be pursued on a state-funded or contract (tuition-paying) basis, depending on the applicant's citizenship, 鈥渃ompatriot鈥� status, and prior education.

    Foreign citizens may apply for state-funded places in the following cases:
    1. If included in the quota for the education of foreign citizens and stateless persons in the Russian Federation, established by the Government of the Russian Federation (via the Ministry of Science and Higher Education of Russia). The official website for foreign citizens to apply for selection under the quota is .
    2. Within the official enrollment limits, on par with Russian citizens, if the foreign citizens belong to one of the following categories:
      • citizens of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, and the Republic of Tajikistan;
      • citizens of the Republic of Armenia, the Republic of Uzbekistan, Ukraine, the Republic of Moldova, Turkmenistan, and Georgia with permanent residence in the Russian Federation (i.e., holders of a Russian residence permit);
      • holders of the "compatriot" status (upon presentation of confirming documents).

    Accommodation options for foreign students enrolling at 糖心Vlog传媒 MIREA on a tuition-paying basis in third-party dormitories and hotels in Moscow:

    When applying for the first year of bachelor鈥檚 and specialist degree programs, foreign citizens must submit the following documents:
    • original certificate of complete secondary general education (or the original educational document from a foreign country recognized in the Russian Federation as equivalent to the Russian certificate of complete secondary general education), along with a transcript of the subjects studied;
    • notarized Russian translation of the aforementioned foreign educational document and all its transcripts;
    • passport (or other identity document);
    • notarized Russian translation of the identity document;
    • certificate of recognition of foreign education and/or foreign qualification (except in cases where document recognition is not required).

    Every foreign educational document (except for those from countries that have mutual recognition agreements with the Russian Federation) must be accompanied by a recognition certificate. Information on the recognition of foreign education and/or qualifications can be found on the website of the , a federal state budgetary institution.

    Upon enrollment at the University, foreign citizens are required to submit the following documents:

    To the Institute of International Education (Room A-306):
    • medical certificate issued and certified by the official health authority of the sending country, along with a Russian translation, or a Form SEMD-196 certificate (medical professional-consultative report);
    • SNILS (Individual Insurance Account Number), if available;
    • three identical 3x4 cm matte-finish photographs.
    To the International Relations Department (Room A-304):
    • passport (or other identity document);
    • notarized Russian translation of the passport (or ID);
    • for full-time students (except for citizens of the Republic of Belarus), migration card with a border crossing stamp indicating the purpose of entry as 鈥渟tudy鈥�;
    • student visa (for citizens of visa-required countries);
    • voluntary health insurance policy (if not available, one can be obtained through the IRD);
    • residence permit or temporary residence permit for study purposes (if applicable);
    • medical examination certificates (if available);
    • fingerprint registration certificate (if available);
    • (to be printed and filled out).

  • Admission Requirements for Master's Degree Programs for Foreign Citizens

    When applying for the first year of master's degree programs, foreign citizens must submit the following documents:
    • Original higher education diploma (or the original educational document from a foreign country recognized in the Russian Federation as equivalent to a bachelor's, specialist's, or master's degree) along with a transcript of the subjects studied;

  • Document Submission via ruID

    Starting from 2026, foreign citizens are required to submit application documents for entrance to Russian universities exclusively through the mobile app 鈥渞uID.鈥�

    To apply to a university via the Unified Portal of State and Municipal Services (Gosuslugi), foreign citizens must meet the following account requirements:
    • If you are in Russia, .
    • If you are outside Russia, you must register through the .
    • If you hold a Russian passport, you must use a linked to your Russian passport.

    Foreign citizens who also hold a Russian passport must apply under the regulations established for Russian citizens.

    How to Register for ruID

    Step 1. Download and install the app from your application store (App Store, Google Play, RuStore, or AppGallery).
    Step 2. Log in to the app using your Gosuslugi login and password. If you do not yet have a Gosuslugi account, please register. When registering, be sure to enter the details of the document you plan to use when crossing the Russian border (typically your international passport).
    Step 3. In the Profile section, enter your full name, gender, date and place of birth, nationality (citizenship), passport details (number, series, expiration date, and issuing country), and the address of your actual residence.
    Step 4. To verify your identity, the app may request a live selfie with your head turned, and in some cases, ask to record your voice.
    Step 5. Once your documents have been verified, your profile will be assigned the status of 鈥淰erified.鈥�

    IMPORTANT: We recommend that foreign applicants install the app and familiarize themselves with its features in advance, before the admissions cycle begins.

    How to Submit an Application for Admission

    After registering on ruID, navigate to the Online University Admission service to submit your application. This can be done either through the ruID app or the Gosuslugi portal using the same account as created in the app.

    Step 1. Verify the accuracy of the information entered (full name, date of birth, citizenship).
    Step 2. Select your highest completed level of education.
    Step 3. Upload the complete set of education certificates along with their notarized Russian translations. The documents must be submitted in the PDF format, each as a separate file.
    Step 4. Provide all the required details: visa information (if you need one to enter Russia), migration card details (if applicable), information about a preparatory program or Russian language courses (if you have completed such training), etc.
