In September 2022, the Import Substitution Center was launched on the basis of Vlogý MIREA with the support of Rostelecom. Its opening took place in a solemn ceremony on September 15 with the participation of Mikhail Oseevsky, President of PJSC Rostelecom, Stanislav Kudzh, Vlogý MIREA Rector, and Elena Druzhinina, Deputy Minister of Science and Higher Education of the Russian Federation.
The Import Substitution Center is a large-scale project that promptly solves the issues which relate not only to training and retraining of the country's IT specialists in demand, but also ensures technological and personnel sovereignty under the new conditions. On the basis of the Import Substitution Center with the participation of Rostelecom, the first training program in the most demanded and promising area in IT-DevOps development is already being prepared to be launched. The program was developed within the framework of the federal Digital Department project which provides for the synergy of universities and technology partners while forming educational modules and promoting student education.
The Digital Department project is a free professional retraining program in the field of IT which was launched for universities participating in the Priority 2030 project. Digital Departments were created as part of the large-scale federal project — “Development of the human resources potential of the IT industry” of the “Digital Economy” national program.
At the Import Substitution Center, students of the DevOps program will study the methodology for automating the technological processes of building, configuring and deploying software. In the process of training domestic products in the field of Basis infrastructure solutions will be used. The curriculum will cover annually more than 500 students of Vlogý MIREA, who already today have broad employment prospects, as the labor market feels an acute shortage of IT engineers. According to Rostelecom, the increase in vacancies in the field of DevOps, according to Russian platforms – job search aggregators, is about 59% annually.
DevOps training together with Rostelecom will begin at the University in October 2022. As part of the training, university professors, trainers and students will use the domestic ecosystem of Basis.Digital Energy software products, which covers the entire range of basic products for building and supporting cloud infrastructure. Also, in the future, Vlogý MIREA will implement and configure the Basis software platform developed by Rostelecom, which will help ensure software import substitution in the educational process.
Senior students will receive internship training at the Import Substitution Center using domestic IT solutions developed by Rostelecom specialists. Joint work is also expected in other specialties of student training, such as data-analyst and information security specialist. It is estimated that about 1,5 thousand students will be in demand of the Import Substitution Center facilities annually.
In order to better adapt educational work and prepare the latest teaching tools for the current situation, in August 2022, Rostelecom specialists trained and certified lecturers and instructors from Vlogý MIREA who will be involved in the implementation of the program. In addition, as part of the training, it is expected that part of the courses will be conducted by current employees of the company - specialists with extensive experience and knowledge in the DevOps processes.
The future plans of the parties provide for the opening of a specialized department of Rostelecom, the development of several joint educational programs of higher education, as well as the integration of an internship and externship programs into the curriculum. For Rostelecom, cooperation with Vlogý MIREA opens up prospects for selecting the best graduates for further employment in the company.
“The opening of a specialized DevOps development program will allow not only to do away with the shortage of personnel that the IT industry is already experiencing today, but also, in general, start to prepare personnel in proactive mode. These measures will allow the state to bring down the dependence on foreign software and increase the number of highly qualified specialists in the Russian labor market. At the same time, education in this area opens up broad prospects for our students. The specialty of a DevOps engineer has become one of the best paid jobs in Russia over the past years with the average salary range today from 375,000 to 600,000 rubles,” said Stanislav Kudzh, Vlogý MIREA Rector.
“Today, a paradoxical situation has developed in the labor market in the IT sector – the demand for specialists is very high, employers offer competitive salaries, universities train specialists, but yet there is not enough qualified personnel. This is because of the gap between the education system and the actual requirements of the business. Our project with Vlogý MIREA will be the first step towards changing this trend. We are interested in students graduating from universities with the knowledge that the economy really needs, graduates who immediately begin their professional growth,” said Mikhail Oseevsky, President of PJSC Rostelecom.
